OPWDD Frequently Asked Questions

Answers to the most common questions families ask about OPWDD, Self-Direction, and autism services in New York.

About OPWDD

What is OPWDD and who does it serve?
OPWDD stands for the Office for People With Developmental Disabilities. It is a New York State agency that funds and coordinates services for individuals with intellectual and developmental disabilities, including autism, intellectual disability, Down syndrome, cerebral palsy, and other qualifying conditions. Services are available from childhood through adulthood.
How do I know if my child qualifies for OPWDD?
To qualify for OPWDD, a person must have a qualifying developmental disability that manifested before age 22 and is expected to continue indefinitely. Qualifying conditions include autism spectrum disorder, intellectual disability, Down syndrome, cerebral palsy, and epilepsy (when combined with other qualifying conditions). The best way to find out is to contact us — we'll assess your situation for free.
Is OPWDD free? Do I have to pay for these services?
OPWDD-funded services are generally provided at no cost to eligible individuals and their families. Services are funded through Medicaid waiver programs. Our help navigating the OPWDD system is also completely free — there is no cost to you for our consultation, application assistance, or Self-Direction brokerage services.
How long does the OPWDD application process take?
The OPWDD enrollment process typically takes several months from initial application to service authorization. The timeline depends on how quickly documents are gathered, OPWDD's current caseload, and the complexity of your family member's needs. We help speed up the process by ensuring applications are complete and follow up with OPWDD on your behalf.

Self-Direction

What is the OPWDD Self-Direction program?
Self-Direction is an OPWDD program that gives eligible individuals and their families more control over their services and budget. Instead of receiving services from a traditional agency, families can choose their own providers, hire caregivers (including some family members), and direct how their OPWDD budget is spent. A Self-Direction broker like us helps manage the administrative and financial aspects of the program.
Can I hire a family member as a caregiver through Self-Direction?
In some cases, yes. OPWDD Self-Direction does allow certain family members to be hired as paid workers, subject to specific eligibility rules. For example, a parent is typically not allowed to be paid as a caregiver for their own minor child, but other arrangements are sometimes possible. We can help you understand exactly what is allowed in your specific situation.

Autism & Services

Can OPWDD pay for ABA therapy for my child with autism?
Yes. ABA therapy (Applied Behavior Analysis) can be funded through OPWDD waiver programs for eligible individuals with autism. The process involves OPWDD enrollment, a functional behavioral assessment, and service authorization. We help families navigate this process and connect them with certified ABA providers in their area.
My child has autism but is not yet enrolled in OPWDD. Where do I start?
Start by calling us or filling out our form. We will review your child's diagnosis, age, and situation and walk you through the eligibility determination and application process step by step. We handle the paperwork, coordinate with OPWDD offices, and follow up to make sure your application moves forward. Most families find this process much less overwhelming with our guidance.
